Committee of the Regions meets in Halle, Germany, to reflect on territorial cohesion in time for informal Council

The Committee of the Regions (CoR) is holding an external meeting of its Commission for Territorial Cohesion policy (COTER) on 23 May followed by a seminar on 24 May in Halle, Germany. The event has been organised to coincide with the informal ministerial meeting on urban development and territorial cohesion in Leipzig on 24-25 May. It will enable participants to discuss the important issues raised by the forthcoming Council during a round table discussion. Sir Albert BORE, Chairman of the COTER Commission, will join CoR President Michel DELEBARRE in representing the CoR at the Council meeting.

As one of the highlights of the COTER meeting, the CoR round table will focus on the perspectives for Regional Policy and Territorial Cohesion. Panellists expected to attend include Dirk AHNER, General Director of DG Regio at the European Commission, who will outline elements of the subsequent Council report. The initial exchange of views will provide the basis for the COTER Commission's forthcoming opinion on cohesion policy, overseen by First Vice-Chairman Michael SCHNEIDER, Representative of Land Sachsen-Anhalt (DE/EPP).

Sir Albert will preside over the meeting, which will be held in the Georg-Friedrich-Händel-Halle. A welcome speech delivered by Rainer ROBRA, Minister of State and Minister for European Affairs of Saxony-Anhalt, joint organisers of the event, will be followed by the presentation of three draft CoR opinions in preparation for the CoR's forthcoming plenary session in June.

Bernard SOULAGE, vice-president of the Rhône-Alpes Regional Council (FR/PES), will discuss a Communication from the Commission on the Annual report by the six European coordinators on the progress of trans-European transport network projects. Rapporteur Gordon KEYMER, Head of Tanbridge District Council (UK/EPP), will introduce his opinion on the Proposal for a regulation of the European Parliament and of the Council on common rules for the operation of air transport services in the Community. The CoR opinion on the green paper on Satellite Navigation Applications will be presented by rapporteur Petr OSVALD, Member of the town assembly of the City of Plzen (CZ/PES).

The seminar entitled " Regional Management of Urban Development and Territorial Cohesion" is an opportunity for representatives from regional authorities and the EU institutions to exchange views on the regional management of urban development and territorial cohesion from an EU perspective. Michael SCHNEIDER will deliver the opening address. Presentations by Alvaro ANCISI, a member of the Municipal Council of Ravenna in Emilia Romagna (IT/EPP), on Regions for Economic Change, Thomas POHLACK, Halle Town Councillor and Chairman of the Regional Forum Halle, on regional cooperation as a basis for the successful development of the Halle region and Gunthard BRATZKE, Regional management of the Halle Institute, on regional management will be followed by a closing statement from Sir Albert. The COR's contribution to the informal ministerial meeting was agreed at the last COTER meeting in March and forwarded to the Council.
